The fixed ratio

CSS defines one inch as 96 pixels and one inch as 72 points. That gives a constant relationship:

pt = px × 72 ÷ 96 = px × 0.75

Points are absolute units, so the base font size plays no role here – 16px is 12pt on every page, in every browser.

Worked example: a print stylesheet

Your screen design uses 15px body copy and 28px headings. For the @media print rules, convert them: 15px × 0.75 = 11.25pt and 28px × 0.75 = 21pt. Writing body { font-size: 11.25pt; } inside the print block makes the printed output match the specification a print designer expects, while the screen styles stay in pixels.

A note on screens

A CSS pixel is a reference unit, not a physical screen dot. On high-density displays one CSS pixel may cover several device pixels, but the 0.75 ratio between px and pt never changes.
